About RUSA 2.0 Programme

Ministry of Human Resources Development, Government of India has selected Osmania University to extend support under the RUSA 2.0 programme under the following two components: 1. Component 4 (Quality and Excellence in select State Universities (New)), and 2. Component 13 (Faculty Improvement). The grant amount under the Component 4 isRs. 100.00 crores, while that under the Component 13 is Rs. 7.00 crores.



As directed by the MHRD, the execution of the RUSA 2.0 project at Osmania University is under the Special Purpose Vehicle – OU Idea Labs Foundation (A registered Section 8 Company; CIN:U74999TG2016NPL112243, Regd. on 20.07.2016) for smooth and faster execution of the project objectives before 31 March 2020.Execution of RUSA 2.0 as special project under Special Purpose Vehicle – OU Idea Labs Foundation has been approved by the Executive Council of Osmania University in its meeting no. 151, dated 19.03.2019.



As desired by the funding agency, the RUSA 2.0 programme is executed by Osmania University through a Special Purpose Vehicle - OU Idea Labs Foundation - A Section 8 Company registered under the Ministry of Company Affairs, Government of India. OU Idea Labs Foundation is governed by the Board of Directors headed by the Managing Director, under the aegis of the Vice-Chancellor of Osmania University

Component 4

(Quality and Excellence in select State Universities (New))

Under the Component 4, Osmania University aims achieve international standards of quality and excellence in teaching and research. The proposed plan under this component is to provide newer cutting edge facilities through establishing centres of excellence, and providing contemporary facilities through for which 30 percent of the proposed grant of Rs. 100.00 crores are earmarked, while the rest 70 percent is to be utilized for quality enhancement and improvement in teaching and research.



With the 40 percent of grants earmarked under the head ‘Construction and Equipment - Creation of New Facilities’, the University proposed to establish a Technology Business Incubator and six Centres of Excellence. Besides these, it is proposed to convert 100 classrooms into technology-enabled classrooms; establish high performance computing facility; procure need-based equipment for Science, Engineering and Technology departments; undertake repairs and renovation of University Guest House; and construction of boundary wall for Tagore auditorium.



While, under the head 'Quality Enhancement and Improvement in Teaching and Research', the major component of the grant will be utilized for enhancing and improving the quality in teaching and research,through provision of many facilities to the stakeholders. The University aims at achieving the targets in the next two years and the reaching of milestones will be dependent on the timely release of grants.



The following initiatives under RUSA 2.0 are proposed:

Component 13

(Faculty Improvement)

Under the Component 13, granted for the upgradation of the UGC – Human Resource Development Centre at Osmania University, it is proposed to construct a new building (G+1 floor) to house the HRD Centre, repair and renovate the HRDC Hostel, and conduct training programmes.

PROGRESS SO FAR Component 4

The office of the State Project Directorate, RUSA, Government of Telangana, has accorded the Administrative Sanction for the execution of the RUSA 2.0 project on 26.06.2019 vide File No. RUSA-R2C4/1/2019-O/o AO-RUSA.



With the first instalment grant, amounting to Rs. 16.67 Cr. under this component, the Board of Directors have prioritized the to take up the following activities:



  • 1. Establishment of the Osmania TBI is completed, infrastructure development is almost completed; Selection of incubatees is in progress


  • 2. Establishment of the new six new Centres of Excellence is completed, procurement of equipment and selection of post doctoral fellows, doctoral fellows and interns in progress; Research works in in progress


  • 3. Construction of buildings works for the Centre of Biodiversity and Conservation Studies and UGC-HRDC has been handed over to CPWD; The works have commenced and nearing completion


  • 4. Estimations for repairs and renovation of University Guest House is nearing completion, HRDC Hostel is completed and construction of boundary wall for Tagore Auditorium is initiated


  • 5. Digital initiatives – Developing, commissioning and implementation of the University Management System is awarded to M/s TCIL, New Delhi, and work has been initiated
  • The Software Requirement Specifications (SRS) for the implementation of the following 19 modules under the Osmania University Managment System has been submitted and approved for development and implementation

  • 7. Twelve (12) Mini Centres of Excellence in seven campus colleges have been established, and research works at these centres have been initiated.


  • 8. Support for international travel for presenting research papers, conduct of national or international workshops, seminars, symposia, etc., and reimbursement of article processing charges of research papers published in Scopus listed journals with greater than 2.0 impact factor initiated and support has been granted.


  • PROGRESS SO FAR Component 13

    Under this component, the work of construction of new building for the UGC-HRDC has been entrusted to CPWD, and actual construction work will begin shortly. The repair and renovation of the HRDC Hostel works will be taken up shortly.



    ON ENTREPRENEURSHIP, EMPLOYABILITY AND CAREER HUB

    As desired by the MHRD under RUSA 2.0, University has earmarked Rs. 15.0 crores for the activities under the theme Entrepreneurship, Employability and Career Hub. The Osmania Technology Business Incubator once fully established in collaboration with the Osmania University Placement Cell and other such stakeholders will take up activities pertaining to entrepreneurship, employability and career related matters.

    Centre for Biodiversity and Conservation Studies

    Study and conduct research on biodiversity of Telangana State, map the biodiversity, barcode selected taxa, and disseminate knowledge on biodiversity and conservation

    Centre for Microbial and Fermentation Technology

    Conduct research on microbial and fermentation technology.

    Centre for Cyber Security and Cyber Law

    Conduct research and provide services in the field of cyber security and cyber law.

    Centre for Product Design, Development and Additive Manufacturing

    Study and research in the field of 3-D printing.

    Centre for Telangana Studies

    Study, research and enable stakeholders in matters pertaining to Telangana culture, traditions, etc.

    Dr. B.R. Ambedkar Research Centre

    Study and research pertaining to Dr. B.R. Ambedkar's views on sociopolitical and constitutional issues.

    Osmania Technology Business Incubator is established under the MHRD RUSA 2.0 programme to strenghten the innovation and entrepruenership amongst the stakeholders of the University, provide support with respect to ideation, incubation and product launch through mentoring and other activities
