CDC, OU.- Running the Study Centres of other State Universities by the affiliated colleges under the Jurisdiction of Osmania University - Instructions to close the Study Centres of other State Universities under section 21-A of AP Education Act-Reg.

By direction, I am to communicate that the affiliated colleges under the jurisdiction of Osmania University shall not affiliate itself to any university outside the State of Andhra Pradesh and run their Study Centres in the college campus directly or indirectly as well under Sec.21-A of A.P. Education Act, 1982 and subsequent amendment in the year 1987.  The Section 21-A reads as under:
21-A: Prohibition of affiliation with Universities outside the State":

  1. No Institute imparting education and located in this State shall affiliate itself to any university outside the State of Andhra Pradesh.

  2. Whoever contravenes the provisions of sub-section (1) shall be punished with simple imprisonment for a term which shall not be less than six months but which may extend to three years or with fine which shall not be less than three thousand rupees but which may extend to fifty thousand rupees or with both.

     It has been informed that the A.P. State Council of Higher Education noticed that majority of the Study Centres of the outside State Universities are running in the affiliated colleges of Universites.

Further, it is informed that as per Osmania University Act 1991 (Chapter-II,6(2)); "No college or institution within the concerned University area shall, after the commencement of this Act, form part of or be affiliated to, or be recognized by, or seek admission to any privileges of any other University".

     In view of the above, all the Principles of the affiliated colleges running the study centers of other state universities under the jurisdiction of Osmania Univeristy are hereby directed to close the Study Centres of other State Universities immediately and inform the same to the Dean, College Development Council, O.U., failing which action against the colleges shall be initiated as per the provisions of the said act.
